SierTek Ltd. is seeking a Technical Program Manager to support an opportunity at Wright Patterson, AFB, Dayton, Ohio part-time, fully remote.
Position Overview
The 711th Human Performance Wing (711 HPW), headquartered at Wright-Patterson Air Force Base in Ohio, is the first human-centric warfare wing to consolidate human performance research, education and consultation under a single organization. Established under the Air Force Research Laboratory, the 711 HPW is comprised of the Airman Systems Directorate (RH) and the United States Air Force School of Aerospace Medicine (USAFSAM). The Wing delivers unparalleled capability to the Air Force through a combination of world class infrastructure and expertise of its diverse workforce of military, civilian and contractor personnel encompassing 75 occupational specialties including science and engineering, occupational health and safety, medical professions, technicians, educators, and business operations and support.
Essential Job Functions
The contractor employee shall be responsible for project management of operations- for example; administrative, technical, and logistical support for research projects integrating wearable technologies into DoD operational settings.
The contractor employee shall be responsible for coordination between agencies within the 711 HPW and across USAF MAJCOM agencies and units, as well as coordination with other contract team members regarding the technologies, data collection, and reporting of results.
The contractor employee shall oversee, manage, and troubleshoot all project information system needs, and ensure effective communication strategies between DoD customers and USAFSAM project staff.
The contractor employee shall maintain project suspense dates and calendar, and keep all project members informed in a timely-written fashion.
The contractor employee shall design, as necessary in coordination with statistician and principal investigator, all electronic products required for the project (Word documents, Excel spreadsheets, and PowerPoint presentations). The contractor employee shall acquire all scientific publications (journal article reprints) required for the project as requested by USAFSAM/FESP professional staff.
The contractor employee shall be responsible for data management and coordinating process with project team members, which shall include acquisition, input, maintenance, electronic format products, and storage of all project data.
The contractor employee shall maintain research data and corresponding documents in a manner consistent with IRB protocol and safeguards regarding human research.
The contractor employee shall coordinate with USAFSAM/FESP Branch and 711 HPW staff to complete required research paperwork with the appropriate IRB, with input from USAFSAM/FESP Branch staff.
The contractor employee shall complete IRB paperwork and training requirements for conducting research.
The contractor employee shall provide project operations support, to include assistance with USAFSAM/FES research activities, travel arrangements, and acquisition of data in support of project goals and objectives.
The contractor employee shall maintain confidentiality of test data, contents of technical reports, and AF presentations deemed sensitive and not releasable to the general public.
The contractor employee shall prepare reports of scientific/statistical results in support of scientific literature publication, in coordination and with input from USAFSAM/FESP Branch and 711 HPW staff.
The number of professional presentations, reports, and papers shall be determined, based upon the relevance of research findings as they become available.
The contractor employee shall maintain a coherent budget sheet and log of project expenses that involve purchase of supplies, materials, government and contractor travel.
The contractor employee shall identify and discuss monetary needs/requirements with the principal investigator and USAFSAM research team members to achieve project goals.
The contractor employee shall expect to travel as needed to provide professional support, customer consultations, and research presentations at line leadership meetings and professional conferences. The contractor employee can work with USAFSAM/FESP personnel regarding personal limitations on travel scheduling.
The contractor employee shall maintain communications with project personnel that facilitate teamwork; adhere to strict confidentiality and category requirements in all forms of communication.
The contractor employee shall arrange, lead, oversee, and participate in research team meetings, (to include leading a weekly meeting) as needed, to ensure effective communication between research team members as related to the achievement of project research goals.
If there is an unexpected interruption in research capabilities and/or reduction in workload, the contractor employee shall support research endeavors in support of additional USAFSAM/FESP related investigations, as required and as qualifications permit.
Qualifications
Minimum Position Requirements
The contractor employee shall have minimum of a Bachelor’s degree in Computer Science, Information Technology, Business Administration, Project Management, or a Bachelor’s degree in a relevant field, with a Program Management certification, i.e. Project Management Professional (PMP) or other equivalent/recognized Project or Program Management certifications.
The contractor shall have knowledge about the utilization of wearable technologies and associated mobile platforms for performance enhancement purposes.
The contractor shall have experience with technology development processes from the back-end development to end-stage user testing.
The contractor employee shall be certified and adept to work and create products with multiple, common IT software and systems such as Word, Excel, and PowerPoint.
The contractor employee shall have 2 years of experience in technical program management.
The contractor employee shall have a signed Non-Disclosure Agreement (NDA) in place with their company based on the potential access to confidential, proprietary,
and/or sensitive information. The NDA shall be provided to the Government Program Manager by start of performance.
Must be able to obtain a NACI (Tier1) Clearance.
Highly Desired Qualifications
A background, training in, and familiarization with DoD operations, as well as familiarization with DoD Aircrew culture and organizational structures is desired.
Completed coursework training (or equivalency) in scientific research is desired. Various aspects of research experience shall include study design, technical report writing, presentations, and coordination with IRB.
Experience coordinating licensing agreements and data transfers and ensuring confidentiality of data is desired.
