POSITION OVERVIEW SECTION

The employee shall meet all requirements per the basic contract and provide professionally and technically qualified individual(s) to perform all tasks in the following paragraphs to fulfill the requirements of this task order.

The employee shall provide subject matter expertise (Economics, Statistics, Computer Science, Organizational Psychology, Clinical Psychology, or related field) to the USAFSAM En Route Care Training Department (USAFSAM/ET), evaluating the performance of En Route Critical Care (ERCC) teams. This effort aims to validate the performance assessment of ERCC teams executing the movement of critically ill patients. This effort will assist in the data collection, analyses, report writing, and support of outcome products (military and academic presentations, journal articles, technical reports, and educational material) regarding demographic, operational, and behavioral health variables related to adaption and performance.

Services shall include scientific research design, professional update of the scientific literature, database management, data collection and statistical analysis, discussion of the results, and composition of research technical reports and presentation generation. This effort includes tasks and activities to be performed by the contractor employees to support research on the background information of team members and operational performance. The employee shall meet the requirements of this task order with professional support and technically qualified personnel to assist in areas required to meet the stated objectives and to accomplish the work required. Performance shall be according to the requirements of this Performance Work Statement (PWS).

Essential Job Functions

Provide professional studies, reports, analyses and recommendation(s), technical, and scientific support.
Coordinate with stakeholders/beneficiaries to assist with data-related technical issues and support their data infrastructure needs.
Evaluate large data sets to establish best practices and eliminate uncertainty surrounding existing and proposed systems and system interfaces.
Recommend options and propose mockups for 'roll-up' metrics, reports, and management tools.
Write, review, design, and/or critique strategic, operational, and tactical level objectives related to informatics and knowledge management.
Assist with design presentations.
Support the compilation and analysis of data, authoring tools and references, and conducting special studies.
Coordinate and meet at least once every two weeks with the study team to provide a summary of work accomplished and project future goals.
Coordinate with the Data Scientist to maximize the knowledge base of the Air Force or Air Staff risk management and decision-making tools to assist with developing and analyzing data to support the Deliverables.
Qualifications
Minimum Position Requirements

Have an MS in Economics, Statistics, Computer Science, or a related field from an accredited institution of higher education.
At least 3-5 years of related work and/or graduate experience in Mixed-Methods Research, Economics, Statistics, Computer Science, or a related field.
Experience working with large and varied datasets.
Have at least 8 years of experience using Microsoft Office software programs, including Word, Outlook, PowerPoint, Access, Excel, and Visio.
Experience in data collection and analysis to support high-level decisions.
Complete the following specific computer-based training within 30 days of start: Air Force Risk Management Fundamentals Course 2020, FMA300 - Manager's Internal Control Program (MICP) Risk Assessment Review, DCS300 Decision Support
Because this position in Management Operations involves dealing with various personnel-related issues, this FTE must have a Non-Disclosure Agreement in place with their company, and the company must provide a copy to the Program Manager of this contract. This is necessary to mitigate the transfer of any confidential, proprietary, and/or sensitive information while in this position.
