POSITION OVERVIEW SECTION
Provides master-level analyst services to production, management, and financial customers, and identifies cost, schedule and performance factors. Applies master-level analytical techniques to highly complex processes and analyses for various government programs and program activities. Uses cost-modeling, business case / best value analysis, market research, strategic planning, and program management technics to identify potential problem areas and provide qualitative and quantitative results. Drafts task proposal requirements, gathers key information, analyzes data, prepares draft progress reports, compares technical alternatives and cost options, and provides / supports briefings on the program findings to users and customers. Works independently and may be tasked as a team lead. Experienced in the nature of government agency programs and activities, including policies and objectives. Experienced in government depot-level maintenance business and production operations.

Rewrite and standardize PAC task codes to ensure compliance with regulatory requirements, promoting an auditable, trainable, and identifiable processDevelop Standardized Layout: Create a uniform structure for PAC task codes, incorporating essential elements such as:Unique identifier

Rewrite Task Codes: Update existing task codes to conform to the new standardized layout, ensuring that each code is:Auditable: easily traceable and verifiable
Trainable: clearly understood and communicated
Identifiable: distinct and recognizable
Regulatory Compliance: Ensure that the rewritten task codes comply with relevant regulations, such as those related to production acceptance, quality control, and certification
Implementation and Training: Roll out the new standardized task codes, providing training to relevant personnel on the updated codes, their application, and the importance of adherence to regulatory requirements
Create PAC task(s) to correlate with electronic Work Control Documents (eWCD's) ensuring a seamless and efficient certification processIdentify Relevant eWCDs: Determine which eWCDs require PAC tasks, such as:Work orders
Inspection reports
Maintenance schedules
Quality control checklists
Develop new PAC tasks that correlate with the identified eWCDs, ensuring that each task:References the specific eWCD
Outlines the acceptance criteria
Specifies the required documentation or evidence
Defines the certification requirements
Task Structure: Establish a consistent structure for the PAC tasks, including:Task ID

Create and Apply Work Center Matrices to optimize workflow, improve efficiency, and enhance productivity in various work centers.Identify Work Centers: Determine which work centers will benefit from the implementation of Work Center Matrices, such as:Production

Develop Matrix Structure: The contractor shall create a standardized matrix structure that includes:Task ID

Populate Matrix with Tasks: Populate the matrix with tasks, activities, and projects specific to each work center, ensuring that:All tasks are clearly defined and measurable

Apply Matrix to Work Center Operations: Apply the Work Center Matrix to daily operations, ensuring that:Tasks are completed in accordance with priority levels and resource allocation
Progress is tracked and monitored regularly
Adjustments are made to the matrix as needed to reflect changes in work center operations or organizational goal
Develop and implement a Gated Training program to ensure that personnel acquire the necessary skills and knowledge to perform their jobs effectively and give completion dates as needed.Identify Training Needs: Determine the training needs of personnel in various work center, including:Production

Develop Gated Training Program: The contractor shall create a Gated Training program that includes:Gate 1: Basic knowledge and skills

Define Gate Requirements: Establish clear requirements for each gate, including:Prerequisites

Apply Gated Training Program: Apply the Gated Training program to personnel in various work centers, ensuring that:All personnel complete each gate before progressing to the next one
Completion dates are met, and personnel are given sufficient time to complete each gate
Assessment and evaluation criteria are used to measure personnel proficiency and competency
Qualifications
Minimum Qualifications
Bachelor's Degree or PME in a related field or a combination of work experience and years of service
Master level position. Minimum of 8 years of experience providing master-level experience providing analyst services to production, management, and financial customers, and identifies cost, schedule and performance factors.
