Essential Job Functions
Perform any IT/C4 related task as assigned by designated government supervisor related to the JELC process for RF-R or associated training events.
Provide Director of Operations with subject matter expertise for all facets related to IT/C4 operations in RF-R.
Plan, manage, track, and execute all associated C4 coordination tasks for RF-R or other Detachment One training events IAW the JELC or Joint Task Capability.
Assist Detachment government staff with scenario development regarding IT/C4 integration to facilitate C2 during exercise execution.
Liaise with Points of Contact (POC's) from units tasked to participate/support in RF-R.
Coordinate with Host Base agencies and HQ ACC/A3J to provide required exercise communications support to include Non-Secure Internet Protocol Router (NIPRNet), Secure Internet Protocol Router (SIPRNet), VoIP, VoSIP, Iridium phones, commercial internet, Defense Switched Network (DSN) phone, commercial phone, Land Mobile Radios (LMR), Frequency management, Situational Awareness Data Link (SADL), LINK16, LINK11, Soldier Radio Waveform (SRW), High Performance Waveform (HPW), HavequickII, Saturn, ANDVT, IW and other requirements as needed.
Promote an integrated net-enabled exercise, emphasizing USAF PR/CSAR requirements and abilities.
Develop, coordinate and publish required IT/C4 exercise schedules, execution instructions, force structure, doctrine, and exercise execution procedures.
Train staff on virtual office environment solutions to allow staff to travel, and work from multiple geographically separated locations, all while sharing work products.
Ensure Weapon System and ISR platform C4 integration.
Incorporate net-enabled technologies. Ensure participants have the ability to practice TTPs with Link 11 & 16 integration and SADL integration.
Work with C2 Manager and C4 manager to coordinate SATCOM and frequency allocation to support flying and ground operations during exercise execution.
Work with C2 Manager to coordinate and integrate Modeling and Simulation (M&S) capability to support RF-R. Facilitate a means to deliver scenario message traffic.
Coordinate and ensure RF-R has a Common Operating Picture (COP) to monitor that supports exercise mission planning and execution.
Configure and manage MPU-5 mesh radio network, Plum Industries PLUM SATIII network, AWS cloud services, SHOUT NANO, Somewear Lab devices to facilitate exercise execution.
Configure and manage Samsung Active Tab 3 and Samsung S20 cellular/Wi-Fi devices and operating systems to facilitate Lessons Learned Managers requirements during exercise execution and participant surveys.
Integrate JCS, JITC, and other organizational tools and technologies for managing, coordinating, recording, and injecting notional assets into the exercise.
Ensure/Maintain JNTC certification requirements.
Coordinate with other agencies as required providing for a realistic communications infrastructure for the exercise, emphasizing weapons systems integration of all assets.
Assist with creation of decision briefs to ACC/HAF/HHQ staff for action/decision.
Monitor and manage exercise execution for both aspects of the C4 and IT (information technology) components in support of the IT Manager and LOS (Line of Sight), satellite and maritime cabling, antenna, radio and data-link structure in support of the C4 Manager during execution.
Ensure USAF Continuous Process Improvement (CPI) techniques utilized in all JELC stages to ensure RF-R organizational learning in JELC Stage 5, capturing emerging future operational capacities, and coordinate with Lessons Learned manager to incorporate data into JELC Stage 1.
Leverage current exercise tools and capabilities to include research, testing and procurement of exercise management technology
Coordinate and manage virtual exercise conference meetings in support of JNTC structure as well as Det1, 414 CTS, day to day virtual conference needs as needed.
Primary/Alternate (CRO - COMSEC Responsible Officer) on 414 CTS, Det 1 local COMSEC account and strictly adhere to regulations forms, and procedures regarding the safe management of COMSEC equipment and storage procedures.
Understand mobile communications equipment including transport, set-up, teardown, troubleshooting and operator training in a desert, woodland or maritime environment.
Understand maritime communications equipment and frequency restrictions and how they differ regarding satellite or land-based systems.
Engineer IT/Radio communications infrastructure as needed and be able to reconfigure depending on the changing needs of mobile training exercise.
Maintain capability in loading, unloading, and securing equipment to vehicles in accordance with operations manuals, NTSB and Air Force standards.
Operate government furnished vehicles and trailers in accordance with AFI 24-301 and DAVIS MONTHAN AIR FORCE BASE INSTRUCTION 24-302.
Other duties as required to facilitate exercise or Detachment requirements.
Qualifications
Minimum Position Requirements
Bachelor's degree in computer science or equivalent experience.
Relevant experience in DoD communications, with demonstrated expertise in a senior or leadership capacity within the past several years.
Broad familiarity with DoD infrastructure and USAF End User Devices (EUD), with applicable experience in recent years.
Strong interpersonal and communication skills, with a proven ability to collaborate across multi-disciplinary teams and functional areas.
Background in requirements analysis and management of exercises or programs aligned with Joint Training standards.
Comprehensive understanding of applicable Air Force policies, procedures, and guidelines.
Familiarity with administrative processes and systems commonly used within the USAF.
Proficiency in IT operating systems, including Microsoft Windows, Linux, and mobile platforms such as Android.
Knowledge of transportation and logistics procedures related to communications equipment, including awareness of hazardous material considerations.
Experience in USAF purchasing and procurement processes, with familiarity in leveraging tools such as government credit cards, electronic systems, and contracting procedures.
Hands-on knowledge of ticketing and support systems employed by USAF bases.
Practical experience with virtualization technology in secure environments.
Understanding of commercial cloud technologies applicable to government operations, such as AWS or Windows Azure.
Experience with commercial cloud environments including but not limited to AWS (Amazon Web Services) C2E and Windows Azure.
