Position Overview

The 711th Human Performance Wing (711 HPW), headquartered at Wright-Patterson Air Force Base in Ohio, is the first human-centric warfare wing to consolidate human performance research, education, and consultation under a single organization. Established under the Air Force Research Laboratory, the 711 HPW is comprised of the Airman Systems Directorate (RH) and the United States Air Force School of Aerospace Medicine (USAFSAM). The Wing delivers unparalleled capability to the Air Force through a combination of world class infrastructure and expertise of its diverse workforce of military, civilian and Contractor personnel encompassing 75 occupational specialties including science and engineering, occupational health and safety, medical professions, technicians, educators, and business operations and support. The USAFSAM/IE, Defense Institute for Medical Operations (DIMO), mission is to achieve security cooperation through health education and training in the global environment. DIMO aims to be the premier provider of security cooperation focused on health education and training that builds strong, resilient, international partnerships. DIMO’s portfolio includes both exportable courses via mobile teams as well as resident courses hosted within the United States.

The Instructional Systems Designer/Curriculum Writer will provide support to the USAFSAM International Education Branch (IE) Defense Institute for Medical Operations (DIMO), and support curriculum writing needs for DIMO courses and programs.

Essential Job Functions

Assist Course Liaisons, Course Directors, Instructors, Subject Matter Experts, and/or an Instructional System Specialists to convey a specific message to a targeted audience through a visual medium by building quality presentations for classroom and online learning products, including, but not limited to, computer-based training courses, classroom technical inserts, and stand-alone training products such as video or audio-based instruction.

Recommend instructional platforms, instructional media, development tools, and delivery methods to satisfy training requirements for any programs or classes assigned.

Create training plans and conduct or provide guidance in conducting the validation phase of the ISD process to ensure effectiveness in meeting course objectives and required proficiency levels for newly implemented courses. This will include analyzing student feedback from end-of-course evaluations and field surveys to assess the effectiveness of the training.

Perform required administrative activities include correcting grammar, spelling, syntax, and formatting to accurately prepare, review, and edit written curriculum and the maintenance and updating of files and records.

Apply all components of the ADDIE (Analyze, Design, Develop, Implement, and Evaluate) Instructional System Design model or similar method.

Attend all meetings as requested and at a minimum provide a summary of work accomplished and projecting future goals on a biweekly basis.

Revise and update existing material or develop new material that is in a “Train the Trainer” format.

Generate internationally appropriate didactic sessions for adult learners using appropriate material development, distance learning software tools and multimedia to include, but not limited to, video recording, Zoom platform, Microsoft PowerPoint, and Teams.

Develop internationally appropriate small group and large group exercises, or case scenarios, designed to reinforce and expand upon the course objectives.

Create internationally appropriate interactive case-based teaching modules utilizing the audience response systems, such as turning point, as needed.

Turn technical data into educational content appropriate for the target audience.
Participate and collaborate as part of a team of educational professionals in tandem to develop materials for DIMO courses and programs.

Provide consultation and validation of educational content and delivery throughout all phases of development as requested; ensuring that products leaving DIMO are educationally sound.

Qualifications
Minimum Position Requirements

Minimum of a Master’s Degree in Educational Technology, Instructional Design, Educational Design, or similar degree, and five (5) years applied experience in Instructional Systems Design (ISD) techniques.

Knowledge of learning theory, psychology of learning, and educational psychology as they relate to the systematic design, creation, and validation of instructional material.

Extensive experience in Instructional Design practices including the study of the principles and techniques used in designing training programs, building design strategy and models, and applying design methods to the improvement of instructional effectiveness.

Experience in developing educational assessment techniques for rating the effectiveness of instructional/educational programs, including creating written and performance tests and survey instruments, and determining reliability and validity of designed instruments.

Experience in the techniques appropriate for creating training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and assessing training. The contractor shall be proficient in current technologies that are used to develop cutting-edge educational materials.

Proficient in configuration management/version control and organizational and communication skills.
Ability to work independently, critically think, problem solve, and effectively communicate through both writing and speech, and have strong interpersonal skills.
Extensive experience with the use of Microsoft Office to include, but not limited to, Word, Excel, PowerPoint, Microsoft Teams, Zoom, and Adobe Acrobat programs.
Signed Non-Disclosure Agreement (NDA) in place.
The government may consider an exception for education and/or experience requirement on a case-by-case basis.
Highly Desired Qualifications

Experience working in Global Health and international training/education.
Experience working in a military environment.
