Construction Project Manager Overseas

Position Overview
We are seeking an experienced Project Manager to oversee overseas construction projects up to $10M involving multiple Forced-Entry/Ballistic-Resistant (FEBR) and Anti-Ram Vehicle Barrier (AVB) features. The ideal candidate will have a strong background in construction project management, State Department project oversight, and working in secure environments abroad. When not mobilized overseas, this position is authorized for remote/telework.
Daily Tasks:
Lead and manage construction projects up to $10M in value, from planning through closeout.
Oversee field construction activities for projects with multiple FEBR and AVB features.
Coordinate with U.S. Department of State representatives, host nation counterparts, design teams, and subcontractors.
Develop and manage project schedules, budgets, risk registers, and quality assurance plans.
Ensure compliance with contract requirements, security standards, and applicable codes and regulations.
Prepare and deliver regular project status reports and briefings to stakeholders.
Manage on-site teams, including subcontractors and technical specialists, to ensure safe, on-time, and on-budget performance.
Enforce site security and safety requirements in accordance with U.S. government and local regulations.
Perform planning, coordination, reporting, and other management duties via remote/telework when not deployed or mobilized overseas.
Required Education and Experience:
Minimum 5 years of project management experience in construction.
Minimum 5 years of construction experience involving FEBR and AVB installation and related physical security requirements, including:
FEBR (Forced-Entry/Ballistic-Resistant) systems
AVB (Anti-Ram Vehicle Barrier) systems
Projects of similar scope, size, and complexity up to $10M with multiple FEBR and AVB features.
Experience managing or overseeing U.S. Department of State construction projects or similar U.S. government overseas facilities projects.
Experience working on U.S. Embassy, Consulate, or other secure U.S. government facility projects (required).
Proven experience managing projects overseas, including coordination with multiple stakeholders in a cross-cultural environment.
Active Top Secret (TS) security clearance or active Secret with no barriers for background investigation to be Top Secret cleared.
Demonstrated ability to lead multi-disciplinary and multicultural teams in challenging or high-threat environments.
Experience coordinating with multiple functional stakeholders (security, facilities, IT/telecom, design, and contractors) on integrated secure facility projects.
Strong skills in project planning, cost control, scheduling, and risk management.
Proficiency with standard project management tools (e.g., MS Project, Primavera P6, or similar scheduling software).
Solid understanding of construction contract administration, including RFIs, submittals, change orders, and schedule impacts.
Strong understanding of health, safety, and environmental (HSE) practices on construction sites.
Understanding and experience with procurement, overseas shipping, and logistics to support timely delivery of materials and equipment to international project sites.
Excellent written and verbal communication skills, including preparation of formal correspondence and technical reports.
Willingness and ability to travel and deploy overseas for extended periods as required.
Preferred Experience:
Experience with ICD/ICS 705 (ICD/S 705) construction management requirements and implementation on secure facilities projects.
Familiarity with U.S. Government and State Department design and construction standards (e.g., OBO, UFC, DOS security engineering guidance).
Working knowledge of secure construction practices for SCIF/SAPF/T-SCIF or other accredited secure spaces.
Understanding of physical security, blast, and anti-ram design principles (at a coordination/management level).
Experience with quality control / QA/QC processes and commissioning/turnover on secure or mission-critical facilities.
Experience working under FAR/DFARS or similar U.S. government contracting frameworks.
PMP or equivalent project management certification.
Degree in Engineering, Construction Management, Architecture, or a related technical discipline.
Demonstrated experience mentoring and developing junior staff or local-national team members.
Strong conflict resolution and negotiation skills in schedule- and security-driven project environments.
Proven ability to operate effectively in austere, resource-constrained, or rapidly changing environments.
