Position Overview

Under administrative direction, serves as primary legal counsel to the Department for privacy, directing and participating in investigations and research, and provides legal advice and legal services for the Division of Developmental Disabilities (DDD).

Job Responsibilities

Serves as primary legal counsel to the Department for privacy.
Serves as primary legal counsel for the Division of Developmental Disabilities (DDD) and as co-counsel representing Department in legal matters.
Analyzes, drafts, and reviews proposed legislation and rules for the Division. Advises the Division of proposed legislation.
Conducts complex legal research regarding privacy issues which affect the Department and legal issues which affect the Division of Developmental Disabilities (DDD) as assigned by the Deputy General Counsel and/or Chief Privacy Officer.
Serves as legal liaison for the Division of Developmental Disabilities (DDD) and Privacy to other state agencies and offices, and to law enforcement agencies on legal issues.
Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications

Requires knowledge, skill, and mental development equivalent to completion of four (4) years college, preferably with courses in business law or legal studies.
Requires three (3) years administrative experience in the practice of law.
Requires the possession of a license to practice law in Illinois.
Preferred Qualifications

Four (4) years of professional experience in State and Federal privacy laws.
Four (4) years of professional experience conducting investigations and drafting investigation reports.
Three (3) years of professional experience responding to and advising governmental entities.
Four (4) years of professional experience meeting deadlines with strong attention to detail and the ability to use critical thinking skills while multi-tasking multiple projects.
Two (2) years of professional experience in drafting outgoing communications to media outlets and members of the legislature, as well as in responding to subpoenas seeking documents that may be protected under either State and/or federal law.
Two (2) years of professional experience reviewing proposed legislation, providing comments and working within deadlines.
Work Hours:  Mon - Fri, 8:30am - 5:00pm; 1 hour lunch, Flex Schedule; Off Sat/Sun; State Holidays
