The Training Master Scheduler shall have specialized experience, knowledge, skills and abilities to successfully perform the duties of the position. Experience should demonstrate a practical knowledge of the subject area of the position and the methods and techniques utilized in scheduling training in both a classroom and field exercise environment. The Training Master Scheduler shall possess knowledge of Navy Seabee structure and be familiar with all construction-related vocations. The Training Master Scheduler shall have training scheduling experience gained through educational and job experience. The Training Master Scheduler shall be able to communicate clearly, concisely and effectively with all levels of personnel within the training environment. The Training Master Scheduler shall have knowledge and ability to operate computers and other office automated systems in order to prepare reports/ presentations, data input and extraction and possess experience in drafting course curriculum.

 

Physical/Environmental Demands: Instructor personnel during field exercises must deal with extreme weather/outdoor seasonal conditions associated with training performed exclusively in an outdoor environment requiring prolonged periods wearing chemical and radiological equipment.

 

Working Hours/Shift Schedules:

·         The information provided is based on the existing work schedule. Core hours are Monday – Friday 0700 – 1600, excluding weekends and legal public holidays.

·         The workday consists of 8 hours. The command, at their discretion, can revise the work schedule between the hours of 0600 – 1800 in order to meet training requirements so long as the core hours do not exceed 8 hours per day or create situations requiring shift-differential or other pay rates outside established normal working hours.

·         Additionally, Instructors shall be required to travel and travel is anticipated to be conducted outside of the Gulfport area.

 

Knowledge Requirements:

·         Builder Apprentice/Builder Advanced Instructor: Instructor personnel shall have documented experience in light frame structure, suspended ceiling tile, hot tar roofing, three-tab composition shingles, concrete masonry structure, installing/finishing drywall, preparing/installing doors and casing, baseboard/molding, installing composite floor tile, ceramic tile, painting, mixing, transporting, placing and finishing concrete at a master level.

 

·         Equipment Operator Advanced Instructor: Instructor personnel shall have documented experience in soil stabilization and asphalt placement utilizing grading and paving equipment. The equipment operator shall possess all valid licenses and certifications for the equipment in which they are providing training on. The Instructor personnel shall have a minimum of 5 years of experience with construction equipment. Documented experience is required for each piece of equipment for which the instructor personnel is providing training.

 

·         Steelworker Apprentice/Advance Instructor: Instructor shall be a skilled welder with documented experience in metal identification. Experience with Gas Metal Arc (GMA) welding, Gas Tungsten Arc (GTA) welding, read and interpret welding symbols, braze and solder, Shielded Metal Arc Welding (SMAW), operate and maintain power shears, lay out, erect, inspect and test riggings and hoisting devices at a masters level or equivalent. Instructors shall have a minimum of 10 years of steelworker/welding experience.

 

·         Specialty Of School Instructor: Instructor shall have broad knowledge and experience in construction planning and estimating; project execution, and project management. In addition, the instructor shall have a working knowledge of tool repair and maintenance of hand and power tools including carpentry shop equipment.

 

·         Construction Inspector: Instructor shall have broad knowledge and experience in construction administration including detail duties and responsibilities of construction inspector throughout the various types of Navy inspection organizations, such as ROICC, public works, naval construction forces. Items dealt with include: Contract management, planning for contract compliance and safety, turnover and acceptance of work, damages, claims, labor standards and standards of conduct. Instructor shall have a minimum of 5 years of construction inspector experience.

 

·         Tool And Equipment Maintenance Technician: Instructor shall have the working knowledge and skills to provide technical training in the installation, repair and maintenance of carpentry shop equipment, blade reconditioning equipment, portable power and hand tools, as well as procedures for establishing preventive maintenance schedules, set-up and maintenance of manufacturer’s and technical files, and recommended maintenance and operating procedures for central tool rooms. Instructor shall have a minimum of 5 years of construction inspector experience.

 

·         Construction Electrician Advance Instructor: Instructor shall be skilled in the principles of electrical theory; street lighting systems; electrical transmission systems; repair of electrical motors and generators; operation and maintenance of electrical power plants; solid state fundamentals; interoffice communication systems; telephone systems; installation and design of interior wiring and lighting systems; motor controller installation; and major/minor appliance repair. In addition, the instructor shall have knowledge in the techniques and procedures for joining power cable employing straight and branched splices; termination and dead ends, testing and fault finding of cable system. Slice underground and aerial communications cable including cable terminations. Construct bridge and straight slices in sheathed communication cable. Locate faults using appropriate equipment, techniques and safety precautions. Splice and terminate fiber optic cable with mechanical and fusion splices. Use power meter for testing and fault finding. Instructor shall have a minimum of 10 years of construction electrician experience.

 

·         Advanced Construction Mechanic Instructor: Instructor shall be skilled in troubleshooting, tune-up and maintenance of gasoline, diesel engines; automotive and construction equipment power train, chassis and component assemblies. This includes valve and cylinder reconditioning testing and analysis of electrical and fuel injection systems while employing appropriate test equipment. Instructor shall have a minimum of 10 years of construction electrician experience.

 

Education and Experience:

·         The Training Master Scheduler shall possess a training scheduling background and a minimum of 5 years of scheduling experience as a training scheduler.

·         Instructor personnel shall be a certified Journeyman in the area in which they are providing primary training.

·         Instructor personnel shall have Navy Enlisted Classification (NEC) 9502/805A Instructor or other service equivalent.

·         The Instructor shall have a minimum of 5 years of experience documented through work experience from the private sector, military or both, or appropriate valid certifications equivalent to the NEC 9502/805A.

·         he Instructor personnel shall have the ability documented through work experience to operate visual information equipment (LCD projectors, smart boards, document cameras, or other visual aid equipment) that can be utilized as training aides.

·         The Instructor personnel shall have experience documented through work experience in the use and operations of computers and other automated office equipment used to produce and grade exams, prepare reports and input/extract data.

·         Instructor personnel shall obtain a favorable determination from a National Agency Check Local Agency and Credit check (NACLC) investigation.

·         Maintain valid Cardiopulmonary Resuscitation (CPR) qualification.
