Summary
Responsibilities
Rehabilitation Counselors work with an interdisciplinary team to provide and coordinate a wide range of rehabilitation counseling services to Veterans with disabilities, including assessment, counseling and case management services, development of rehabilitation plans, and assistance in attaining and maintaining employment, independent living, and attaining personal goals.
Rehabilitation Counselors are nationally certified as Certified Rehabilitation Counselors (CRC) and may be State licensed as Licensed Professional Counselors or other LIP Professions where appropriate.
Rehabilitation Counselors may be designated as a licensed independent provider (LIP) when they hold State licensure and are included as a LIP in their VA medical center bylaws.
Rehabilitation Counselors are located within various settings, including Veterans Integrated Service Networks (VISNs), VHA Medical Centers and facilities, Community Based Outpatient Clinics (CBOCs), Inpatient Clinics, Outpatient Clinics, Residential programs and Domiciliaries throughout the United States.
Rehabilitation Counselors are bound by the Code of Professional Ethics for Rehabilitation Counselors which was developed and adapted by the Commission on Rehabilitation Counselor Certification (CRCC).
This position is located within the Sheridan VA Health Care System Mental Health Service Line Vocational Rehabilitation/Recovery Service. Voc Rehab Service programs are recovery-oriented clinical vocational rehabilitation services that offer an array of vocational, educational, training, employment, and therapeutic work services. They include skill development, fostering of natural supports, and assistance with obtaining and maintaining employment for Veterans for whom the primary objective is competitive employment. Vocational rehabilitation supports persons with functional, psychological, developmental, cognitive and emotional impairments, or health disabilities to overcome barriers to accessing, maintaining, or returning to employment and/or education. Vocational rehabilitation provides services to promote and support optimal functioning and development of Veterans by utilizing appropriate counseling and training. Voc Rehab Service includes: Vocational and Educational Assistance, and Compensated Work Therapy (CWT). CWT consists of the following components: Transitional Work (TW), Supported Employment (SE), Community Based Employment Services (CBES), Supported Education (SEd), and Supported Self Employment (SSE). The incumbent provides Voc Rehab services within various settings of the Health Care System and/or community.
Serves as a Supervisory Rehabilitation Counselor with responsibility for providing oversight and supervision of Voc Rehab Service staff, and for administratively planning and directing their work in accordance with the VHA Directive 1163. The Voc Rehab Supervisor also provides discipline specific clinical supervision for MHICM, LRC and Peer Support staff assigned throughout the VA Health Care System. This position is the focal point for organizing, implementing, and evaluating employment, vocational rehabilitation services, and recovery oriented services in the VA medical facility.
Manages and provides oversight for multiple program components and/or multiple locations. Synthesizes national handbooks and directives for development of local policies and procedures. Ensures proper coordination among a variety of professional rehabilitation counseling and management services. Leads, coordinates, and manages all aspects of a clinical rehabilitation service delivery system

Qualifications

- United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
- Education:
- (1) A master's degree in rehabilitation counseling or clinical rehabilitation counseling from a rehabilitation counseling program accredited by the Council for Accreditation of Counseling and Related Educational Programs (CACREP). If the applicant's degree was granted prior to July 1, 2017, the program must be accredited by the Council on Rehabilitation Education. OR
- (2) A master's degree in counseling or clinical rehabilitation counseling from a college or university accredited by a national or regional accrediting body accredited by Council for Higher Education Accreditation (CHEA). OR
- (3) A master's or doctoral degree in a related field of study with course content that emphasized rehabilitation, counseling, disability, therapy, health, employment, wellness, or human development from a college or university accredited by a national or regional accrediting body accredited by CHEA. OR
- (4) Foreign graduates with a degree acceptable by the Commission on Rehabilitation Counselor Certification (CRCC).
- Certification: Current, full and unrestricted certification as a certified rehabilitation counselor (CRC) from the CRCC to practice vocational rehabilitation counseling.
- English Language Proficiency: Candidates must be proficient in spoken and written English.
Preferred Experience: Have at least one year supervisory experience.

The full performance level of this vacancy is GS13.
Physical Requirements: Incumbents must be physically and mentally able to efficiently perform the essential functions of the position without hazard to themselves or others. Normal work of the position requires visual acuity (with the ability to read typewritten characters without strain, corrective lenses permitted), keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially moderate levels of lifting and carrying (15-44 pounds). The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. Must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
