Skookum, an award winning, non-profit organization seeks a dynamic and dedicated IQ Manager to support our Base Operations Support Contract at Naval Air Station Whidbey Island.  The IQ Manager must uphold our core values; Partnership, Diversity, Integrity, Quality and Commitment, to ensure that our customer meets their mission, and we meet ours.

As an IQ Manager, you will be responsible for leading and managing all Indefinite Quantity (IQ) constructions projects. This involves project, federal contract, and construction management both internally and with Public Works Departments (NASWI and NSE).  This position will Supervise the Project Coordinator team.

 

Typical duties include but are not limited to:

  • Leadership - Leads all aspects of IQ projects including supervision of project coordination team, integration with all BOSC departments, and primary interface with appropriate NASWI and NSE PW staff.  Resolves a myriad of technical, contractual and performance issues in a collaborative manner.  Leads the weekly inhouse and PW IQ meetings.  Works closely with the Site and Production Manager on resource optimization.  Works closely with Skookum Frontline Managers on inhouse IQ.
  • Project Management - Manages the complete project cycle including internal, subcontract and client facing actions – includes proposal, schedule, document, risk, and cost management.  Defines, implements, and improves project management processes including system incorporation.
  • Contract Management - Manages all aspects of federal construction contracts both pre and post award from proposal to close-out.  Manages contract action with Navy leadership including contracting officers, Cat 3/4 Managers, and Department Heads.  Manages subcontractors including recruiting, contract relationship, and issue resolution.
  • Construction Management - Leads construction management during post award phase including submittals, preconstruction conference, work, acceptance, and closeout.  Ensures safety and QC aspects follow contract requirements – works with both Skookum and PW QC and Safety personnel.
  • Program Management - Track’s revenue and costs both at the project and annual level – ensuring that budget goals are achieved.  Supports Site Manager and Shops to scope recap projects where appropriate.  Identifies and markets project opportunities where appropriate.
  • Accountable for coordinating work schedules, day to day tasking and operational guidance to ensure that the mission is accomplished on time, within budget, and according to established safety, security, environmental and quality standards.

Qualifications: 

  • Bachelor’s Degree preferred.
  • Minimum of 5 years of facilities maintenance, engineering, construction and/or management experience preferred.
  • Project Management Professional (PMP), Construction Quality Management for Contractors (U.S. Army Corps of Engineers) or equivalent preferred.
  • Knowledge of maintenance management and contracting.
  • Knowledge of standard industry practices and modern project management techniques.
  • Strong Leadership and Supervisory skills.
  • Excellent written, active listening, and oral communication skills.

Requirements:

  • Valid State Driver’s license required with the ability to obtain and maintain coverage by Skookum’s insurance company.
  • Must be able to obtain and maintain applicable security clearances as background checks will be conducted for this position.
